MOFCOM: Measures to Expand and Upgrade Home-Service Consumption

A 2025 policy push encourages local governments to run home-service consumption events, bring branded services into communities, and upgrade digital matching between families and workers.

In April 2025, Chinese authorities outlined measures to expand and upgrade consumption in home services, encouraging cities to host branded-service events in communities and home-service consumption festivals to unlock demand.

The measures stress transparent pricing, graded worker pricing tied to experience and credentials, and better digital infrastructure to match supply with demand. Local governments are encouraged to support platforms that improve service quality and consumer protection.

For families this means more standardised, comparable services; for workers it means clearer career ladders; and for platforms it validates investment in AI matching, credential verification and consumer-facing transparency.
