Six Ministries Launch a 2025–2027 Home-Service Vocational Training Action Plan
A three-year national action plan expands vocational training and skill-level certification for domestic and home-service workers, creating a large, certified talent pipeline.
Six ministries, including the Ministry of Human Resources and Social Security, launched a 2025–2027 action plan dedicated to vocational training in home services. The plan aims to substantially increase the number of trained, certified workers across nursery care, maternity care and elder care.
It supports industry leaders, vocational colleges and universities in building industry-education consortia and training bases, and it improves the occupational skill-level recognition system.
Digital training platforms stand to benefit: AI-driven learning, online assessment and automated credential résumés — exactly the capabilities HUWO builds — can scale certified training far beyond the traditional classroom.
